Common Service Centre (CSC) 4.0 is a significant initiative under the Digital India program aimed at strengthening the online availability of government and private services in rural and remote areas. These centres are operated by Village Level Entrepreneurs (VLEs), who provide services such as banking, DBT, Ayushman Bharat, PM-Kisan, Aadhaar, pensions, and over 500 other digital services. CSC 4.0 has been made more technologically advanced and transparent through high-speed internet connectivity via BharatNet and the implementation of TEC certification. This initiative plays a crucial role in accelerating digital and financial inclusion, self-employment, e-governance, and the goal of a 'Viksit Bharat@2047' (Developed India by 2047).

The Common Service Centre (CSC) is a digital service delivery mechanism established under the Digital India program, aimed at bringing government and private services to citizens in rural and remote areas via online channels. Through CSC 4.0, these centres are being made more technologically capable, thereby strengthening digital governance, financial inclusion, and access to citizen services.

Role of Village Level Entrepreneurs (VLEs)

Each CSC is operated by a Village Level Entrepreneur (VLE). VLEs act as a digital bridge between citizens and the government, providing services related to e-governance, banking, insurance, digital payments, certificates, social security, and various government schemes. This also boosts self-employment opportunities in rural areas.

Key Features of CSC 4.0

Under CSC 4.0, centres are being connected to high-speed broadband infrastructure like BharatNet, ensuring the availability of quality digital services even in remote areas. Currently, over 500 online services are being provided through the CSC network, including Ayushman Bharat, PM-Kisan, PAN card, Aadhaar services, banking, DBT, insurance, pensions, and utility bill payments.

Eligibility and Registration Process

To become a CSC operator, an applicant must be an Indian citizen, have passed at least the 10th standard, possess basic computer knowledge, and have the necessary digital infrastructure (computer, internet, and smartphone). Under CSC 4.0, the Telecentre Entrepreneur Course (TEC) certification has been made mandatory. Subsequently, a CSC ID is issued following an application on the official CSC portal, document verification, and approval by the District Manager.

Administrative and Social Significance

The CSC serves as a vital medium for digital inclusion, financial inclusion, and last-mile service delivery in rural India. It promotes transparency in government schemes, timely service availability, a cashless economy, and local entrepreneurship—aligning with the goals of 'Digital India' and 'Viksit Bharat@2047'.
