Delhi’s ‘Parivartan Scheme’: A Significant Initiative Towards Clean Transport and Green Mobility
The Delhi government has approved the 'Parivartan Scheme,' aimed at reducing air pollution by replacing BS-IV and older commercial vehicles with BS-VI, CNG, or electric vehicles. This scheme promotes clean and sustainable transport in alignment with the Delhi Electric Vehicle Policy 2026 and the National Clean Air Programme (NCAP). Under the scheme, eligible vehicle owners will receive incentives such as waivers on taxes and registration fees, a 5% interest subsidy, OEM discounts, and fuel vouchers. This initiative is expected to boost green mobility, reduce carbon emissions, enhance energy efficiency, and support the electric vehicle industry.
The Delhi government has approved the implementation of the 'Parivartan Scheme.' This is a key initiative of the Ministry of Road Transport and Highways (MoRTH) aimed at reducing air pollution and vehicular emissions in Delhi-NCR by replacing BS-IV and older commercial vehicles with BS-VI or electric (EV) vehicles. The scheme promotes clean transport in line with the Delhi Electric Vehicle Policy 2026.
Objectives of the Scheme
The objective of the Parivartan Scheme is to promote clean, energy-efficient, and low-emission vehicles by phasing out older, high-polluting commercial vehicles. It aims to encourage green mobility, reduce carbon emissions, improve air quality, and foster sustainable urban transport.
Key Provisions
Light, medium, and heavy goods vehicles as well as commercial buses that are BS-IV compliant or older are eligible under the scheme. Incentives such as motor vehicle tax waivers, registration fee exemptions, a 5% interest subsidy, OEM (Original Equipment Manufacturer) discounts, and fuel vouchers will be provided upon replacing these vehicles with BS-VI, CNG, or electric vehicles. Special concessions have also been provided for used electric vehicles.
Environmental and Economic Significance
This scheme aligns with the objectives of the National Clean Air Programme (NCAP) and will help reduce pollution from the transport sector. Furthermore, it will boost the green economy by promoting the electric vehicle industry, green technology, energy efficiency, and clean fuel-based transportation.
Significance for UPSC
Questions regarding BS-IV and BS-VI emission standards, electric vehicle policy, NCAP, MoRTH, and schemes related to pollution control may be asked in the UPSC Preliminary Examination. For the Main Examination (GS Paper-III), analyzing this scheme is crucial in the context of urban air pollution, sustainable transport, green mobility, the electric vehicle ecosystem, and climate change mitigation.
