The Cabinet Committee on Economic Affairs (CCEA) has approved the National Investment Policy for Urea-2026 (NIPU-2026), which will replace NIP-2012 and boost investment in modern, gas-based urea plants. The policy aims to reduce dependence on imports by increasing domestic urea production and strengthening 'Atmanirbhar Bharat' (Self-Reliant India) and food security. It introduces a more transparent cost structure and provides for a Return on Equity (RoE) ranging from 12% to 16% for investors. This policy will replace the New Investment Policy (NIP)-2012; its objective is to strengthen domestic production and reduce import dependence by encouraging investment in modern, gas-based urea plants. NIPU-2026 is a new investment policy formulated by the Department of Fertilizers, aimed at incentivizing the establishment of new gas-based urea production units in India. The policy seeks to attract investment from both the public and private sectors and focuses on enhancing urea production capacity through modern, energy-efficient, and eco-friendly technologies. Its primary goal is to meet the country's rising demand for urea through domestic production.

This policy enhances the economic transparency of projects by segregating fixed and variable costs. It provides for a Return on Equity (RoE) ranging from 12% to 16% for investors. Additionally, to mitigate risks associated with exchange rate fluctuations, a mechanism has been introduced to convert fixed costs into Indian Rupees after a specified period. This will make the investment process more transparent and attractive.

India is one of the world's largest consumers of urea; however, domestic production still falls short of meeting demand, necessitating large-scale imports.
